1004.40 Fees for Use of District Facilities

The district may authorize community groups and organizations to use district facilities. Fees for such use shall be based upon the prospective renter’s classification as outlined herein.

Renters shall follow the Facility Use Handbook including applicable insurance coverage requirements.

For purposes of hourly rentals, the applicable district facility is considered “rented” with rental fees applying from the time the renter enters the facility until the last member of the group for whom the space has been rented has departed the facility.

  1. Class I – The district shall not charge rental fees to the following groups for qualifying activities as described below that serve district residents. A refundable damage deposit and additional staff hires may be required, and the district may assess a fee(s) for these items. The contractual and financial liabilities of this policy remain in effect for all groups. Class I groups, in their order of priority for scheduling approvals, are:
    1. District=affiliated organizations – including, but not limited to: PTOs associated with Ankeny Community School District schools, the Ankeny Booster Club, the Ankeny Alumni Association, and Community Engagement Advisory Council
    2. Single event usage by City of Ankeny or Polk County governmental units
    3. Local youth service groups (for meetings only) – including, but not limited to: Boy Scouts, Girl Scouts, and 4-H

2. Class II – The district shall charge minimal rental fees to formally-organized resident* non-profit and service organization that are recognized as charitable groups (501(c)(3)-qualified). A refundable damage deposit will be required and additional staff hires may be required, and the district may assess a fee(s) for these items.

    1. Class II groups shall include, but not be limited to, the following, with reservations accepted on a first-come, first-served basis:
      1. Ankeny Area Chamber of Commerce
      2. Sports teams composed predominantly of resident youth or adults other than those  scheduled by the City of Ankeny’s Parks and Recreation Department
      3. Civic and/or community organizations
      4. Local youth service and activity groups (for events other than meetings) including, but not limited to: Boy Scouts, Girl Scouts, 4-H, Campfire, AVBA, Little League, Jr. Football, and/ Jr. Wrestling.
    2. In the district’s discretion, the Ankeny Area Chamber of Commerce and Class II civic or community organizations may be exempt from rental fees for use of district space provided that the space is used for a free public service activity for which no admission fees are charged, at which no food is served, , and no fundraising takes place. The district’s ability to charge a refundable damage deposit and/or fees for additional staff hires shall not be infringed by its decision to charge or not charge a rental fee.
    3. Class II fees for rental of a district facility shall not exceed those charged for a Class III rental of the same space.

3. Class III – The district shall charge rental fees to Class III groups who wish to rent a district facility for a private purpose. Restrictions may apply to the use of certain facilities. A refundable damage deposit will be required, additional staff hires may be required; the district may assess a fee(s) for these and/or other items as provided by policy.

    1. Class III groups shall include, but not be limited to, the following, with reservations accepted on a first-come, first-served basis:
      1. Business entities located within and/or paying property taxes to the district
      2. Churches or religious organizations located within district boundaries.
      3. Private residents, as defined herein, or groups based within district boundaries.
      4. DMACC
      5. Faith Baptist Bible College.
      6. Heartland AEA (for courses in which fees are charged.
    2. In the district’s discretion, DMACC and/or Heartland AEA may be exempt from rental fees for use of district space provided that the space is used for a free public service activity for which no admission fees are charged, at which no food is served, no indoor sports occur, and no fundraising takes place. The district’s ability to charge a refundable damage deposit and/or fees for additional staff hires shall not be infringed by its decision to charge or not charge a rental fee.

4. Class IV – The district shall rent district facilities to Class IV prospective renters only with specific approval of the superintendent/designee. Restrictions may apply to the use of certain facilities. A refundable damage deposit will be required, additional staff hires may be required; the district may assess a fee(s) for these and/or other items as provided by policy.

  1. Class IV groups shall include, but not be limited to, the following, with reservations accepted on a first-come, first-served basis:
  1. Non-resident individuals and/or groups;
  2. Residents and/or resident groups wishing to use the facilities for private-for-profit purposes, non-routine fundraising events, or uses of an unusual nature .
    1. Generally, Class IV fees shall exceed established Class III fees for the same facility.

5. Class V – The district may enter into long-term lease arrangements for the use of district facilities. These shall be considered Class V rentals.

  1. The district will enter into lease agreements for use of district facilities only upon approval by the board.
  2. By agreement, the City of Ankeny shall pay to the School District the sum of $3,600 per gymnasium utilized by the City, currently valued at $72,000 annually, in the form of 12 equal monthly payments, to help defray the cost to maintain school facilities used by the City for its Parks and Recreation Department activities.

*Resident: For purposes of this policy, a “resident” is defined as an individual who lives within Ankeny Community School District boundaries.  A “resident group” is defined as a group in which 51% of participants are Ankeny Community School District residents and the contract signee is a resident of the Ankeny Community School District.

The district reserves the right to move, postpone, or cancel a renter’s contract due to unforeseen circumstances. The district further reserves the right to deny any facility request for any lawful reason.. The district may modify the terms of its contract with any renter and/or require the renter to sign a waiver or acknowledgement related to facilities use, provided that such action is in keeping with law and policy. Such waivers and/or acknowledgements will be added to the Rules and Regulations associated with this policy and incorporated herein by reference.

Additional Rental Costs
**Gym use requires a custodial hire

  1. A utility fee of $15/hour to $30/hour, depending on the space rented, will be assessed at for rentals of interior space that last two hours or longer.
  2. Reservations involving public participation exceeding 50 persons will require custodial staffing and/or hired security. Staff and/or security hires are at district discretion and at district-set rates and are billable to the renter.
  3. An additional fee may be charged for supervisory services performed by a district employee related to the rental (athletic department personnel, custodial or maintenance staff, uniformed security officer, or other) as necessary.
  4. When the facility rental necessitates opening or closing partition walls or movable panels, a fee of $30 will be charged for each approved open or closing procedure. A fee of $55 for the usage of secondary building partition walls will also be charged. Only trained personnel are authorized to move these partitions. District and municipal rentals are exempt from this fee.

A refundable $100 deposit is required for hard keys, proxy cards and damage deposits.
